Bushfire Management Overlay (BMO)
Across Victoria, local councils and the CFA have designated certain areas as falling within the Bushfire Management Overlay (BMO). If your property is in a BMO, additional planning controls apply to ensure new developments and alterations reduce bushfire risk.

What is the BMO?
The Bushfire Management Overlay is a planning control applied to land at the highest risk of bushfire. While BAL defines construction standards, the BMO imposes stricter planning controls that require hazard assessments, defendable space, access, and water supply compliance before a planning permit can be issued.
Guided by the Victoria Planning Provisions (clauses 13.02, 44.06, 53.02), BMO assessments are administered in consultation with the CFA.
